Letter from J. C. MacCosgair, Minister For Local Government, Dail Eireann, Local Government Board, Dublin 30th JANUARY 1921
"The Local Government Board has had under consideration the many difficulties which Local Authorities in Ireland have had to sustain through the persistent attempts of the British Government to destroy Local Administration. Since December 1918 English policy in Ireland has been directed towards stiffling republican representation which was evidenced by the P.R. Act 1917.
The main purpose of this act was to secure a strong representation of persons loyal to England, the Act failed so far as this motive was concerned & further attacks developed on the finances of Local Authorities.
In effect they desired to have Local Authorities pass resolutions of loyalty to the English Government, failing which no monies due to them would be paid. It was anticipated that the withdrawal of these funds estimated to represent one seventh of the entire revenue of Local Authorities would precipitate a financial crises & render Local Government impossible."

The vast majority of our constituents are of opinion that the Treaty while not giving us all we claim as a Nation gives us more solid basis for the building up of the national life of our country than we have enjoyed for almost eight centuries & are willing to give it a trial seeing no alternative before them but ruin & misery ... & we hereby in their name request our deputies to vote for the ratification of the Treaty."
